随着全球低碳进程进入深水区，转型金融已从概念共识转向实操考验。当前市场面临的核心挑战在于，如何将气候目标转化为具备商业可行性的投融资决策，并填补传统金融在薄弱领域与高排放产业转型中的支持缺口。本次研讨会将跳出宏观叙事，深入剖析转型金融的“投融资商业性”难点，探讨如何通过机制创新与工具升级，构建起可持续、可复制的转型金融生态。

为进一步推动转型金融国际交流与合作，深化金融支持实体经济绿色低碳转型相关研究与实践，GIP第四工作组（转型金融工作组）拟于6月23日下午举办“迈向包容性转型金融新生态研讨会”。此次活动将以线上和线下相结合的方式举行，线下设置北京和伦敦分会场。

通过此次中英两地的深度对话，我们旨在汇聚全球智慧，补齐市场短板，推动转型金融从聚焦头部主体向更加多元和全覆盖的体系演进

The GIP Working Group on Transition Finance (WG4) will hold a seminar on transition finance titled “Building an Inclusive Transition Finance Ecosystem” on Tuesday, June 23. WG4 is co-chaired by Bank of China and DBS Bank.

As the global low-carbon transition moves into a more practical stage, transition finance is no longer only a matter of policy discussion or conceptual design. The central question now is how financial institutions, investors, and corporates can turn transition goals into concrete, commercially viable, and scalable financing solutions.

This is particularly important for high-emission industries, where decarbonization is essential but often difficult to finance through conventional green finance instruments. Many transition activities do not yet fully meet traditional “green” definitions, but they are critical to reducing emissions in the real economy. At the same time, these sectors may face challenges such as high upfront costs, uncertain returns, technology risks, and limited market incentives.

Against this backdrop, the seminar will focus on the practical bottlenecks facing transition investment and financing. It will explore how institutional innovation, improved risk-sharing mechanisms, and upgraded financial instruments can help mobilize capital for credible transition activities and support the development of a more sustainable and scalable transition finance ecosystem.

The event will be held in a hybrid format, with on-site venues in both Beijing and London. Through in-depth dialogue between China and the UK, the seminar aims to bring together international expertise, identify market gaps, and discuss how transition finance can evolve from a model led mainly by pioneering institutions into a broader, more diversified, and more effective financial system.
